A Phytosanitary certificate is a certificate stating that a specific crop was inspected and a specified disease was not found or stating that a specific disease does not occur in the area of production.

 

Phytosanitary certificate contains information about the conditions to export plants and plant products, which includes fruits, vegetables, cut flowers, seeds and grains.

The Phytosanitary certificate is a document issued by the plant quarantine office in the country of origin declaring that the crop is free from pests and disease.

 

However not all countries require a Phytosanitary certificate.

Exporter Responsibilities

Applying for the inspection and certification for each shipment, exporters requesting a phytosanitary certificate. The application must be received in advance before the shipping or loading dates to provide for sampling and inspection. 
Making the shipment available for inspection.
The crop must be accessible to the certifying officials so that the officials can verify the material described on the application.
Providing for any required treatments, reconditioning or other actions to meet the import requirements of the state or foreign country.
Exporting only those plant products that have been properly inspected and certified.
 
Nevertheless the Phytosanitary Certificate facilitates trade but it is not a trade document.
 
Importer Responsibilities
 
Imports of plant-health controlled goods that arrive from a foreign country that require customs clearance must be accompanied by a Phytosanitary Certificate.
 
Phytosanitary certificates are issued to indicate that consignments of plants, plant products or other regulated articles meet specified phytosanitary import requirements and are in conformity with the certifying statement of the appropriate model certificate.
